The Lakedweller

Inspired by the angler, this dragon lurks just under the surface of water. Having no gills, its head can occasionally be seen poking through the waves, though it can hold its breath for up to an hour. The lakedweller uses its leaf-like wings to stay afloat and a flower-shaped lure to attract insects which, in turn, attract the birds that make up most of this dragon's diet.

The fluorescent spots on its body occasionally give off light to simulate the pattern of waves and distract any other fish that might hunt it, but they can also briefly light up in a bright flash when threatened, blinding its attackers and giving it a headstart to flee.
